The Emergency Recovery and Disaster Management Project, Second Phase, will strengthen the ability to direct disaster management agencies, and enhance their capacity to mitigate adversity, concerning particular disasters such as floods, landslides, storm surges, and hurricanes in Grenada. The components will: 1) finance the National Emergency Relief Organization's strengthening, and, develop a country-wide early warning, and emergency communications system, through the implementation of shelter programs, and capacity building measures for the Ministry of Communications, Works and Public Utilities. Equipment will be financed, as well as comprehensive training, and public awareness programs to address disaster management; 2) implement preventive physical mitigation, responsive to adversities resulting from Hurricane Lenny (November 1999), which will include sea defenses in protection against storm surges; rehabilitation of exposed road sections; feasibility, and design of a prioritized sea defense investment program; drainage and flood control through engineering design for flood-prone areas; and, river training, and slope protection civil works; and, 3) finance project management, by appointing a Project Coordinator, an assistant Project Coordinator, Procurement Officer, Accountant, and Administrative Assistant. Office equipment, and technical, and financial audits will also be funded.
