The Project will support the development of an adaptive safety net system to address immediate needs in response to external shocks, and to provide longer-term support for poverty reduction through improved productivity and human capital development. Guided by experiences in similar contexts, including that of the Guinea Productive Safety Nets Project, the Project will adopt a phased approach in its introduction of activities to promote effectiveness, impact, and sustainability. The Project will finance emergency relief to targeted vulnerable households affected by the Covid-19 crisis and other covariate shocks in the short term, productive safety nets provision to targeted poor and vulnerable households to promote recovery and resilience in the medium- to long-term, and support institutional capacity development and social protection systems building throughout. It will further provide immediate and effective response to an eligible crisis or emergency.
