Emergency Services Support Project

The development objective of the Emergency Services Support Project is to mitigate the deterioration of basic social, and municipal services, resulting from the ongoing conflict, which has thus affected negatively on economic activity, and Government revenue. Through its components, the project will provide essential social service by: 1) financing basic education textbooks, including scientific and technical textbooks locally printed; supplying school equipment, and furniture in existing schools; supporting maintenance of school facilities; providing learning materials for lab facilities; and, supporting teacher training programs for the new curriculum; 2) financing the procurement of essential drugs, and other medical consumables, including non-medical costs of operating health facilities. Contracts with nongovernmental organizations, and private sector hospitals will be financed, to provide tertiary health care not offered by the Ministry of Health facilities; 3) financing the maintenance of landfills, solid waste vehicles, and related needs, as well as water and wastewater management, which includes maintenance of main water lines, pumps, and rebuilding the network sections where significant water losses occur. Moreover, electric power generation maintenance will also be financed, as will fuel costs, and the maintenance of roads; 4) financing goods and services needed to operate welfare shelters, as well as training and rehabilitation centers. However, social welfare payments will be excluded from project finance; and, 5) financing project management costs, and capacity building, essential for effective service delivery programs.
