Commissioned in the early 1960s by Governor Nelson Rockefeller, the project involved the clearance of several neighborhoods and the construction of a monumental plaza intended to symbolize the vitality of the state government. The project was funded through a combination of state funds and a financing scheme involving Albany County bonds, with the state assuming control of the plaza in 2001.
