The overall objective of the project is to demonstrate a new system for serving the unemployed in which they will be given information and offered referrals to various service providers who can help them find employment. The specific objectives are to: (i) design and put into place for demonstration purposes four job referral and assistance centers (CRAEs) to serve individuals receiving unemployment insurance (UI) benefits, youth who are just entering the job market, and the unemployed in general; (ii) carry out preparatory activities required for providing information, administering and supervising the new training system to help UI recipients find employment, as part of the reforms to the social and institutional capacity of the Ministry of Labor's Employment Directorate (DGSE), enhancing its ability to implement and expand modernization of the National Employment Service (SNE).
