The Palestinian territories have high unemployment and poverty is increasing. The social and economic infrastructure is inadequate to ensure adequate provision for the population. The overarching development policy objective of the FC measure is to contribute to poverty reduction (SDG 1) and to improving living conditions (especially SDGs 3 and 4) in the Palestinian territories. The program objectives are the temporary reduction of monetary poverty by creating temporary income and employment opportunities and the improvement of economic and social infrastructure. The FC measure includes poverty-oriented employment measures in the areas of new construction, rehabilitation, expansion and equipment of social and economic infrastructure in the Palestinian territories, such as educational, training and health facilities, cultural centers, culturally particularly significant sites, shops, youth and women's centers, etc. The program is implemented in cooperation with the Program of Assistance to the Palestinian People (PAPP) of the United Nations Development Program (UNDP). The institutions receiving funding are run by civil society or semi-governmental organizations, such as non-governmental organizations and associations. The target group is particularly disadvantaged population groups in the Palestinian territories and the users of the funded infrastructure. The civil society and semi-governmental organizations receiving funding also benefit indirectly. The program covers the entire Palestinian territories, but has a regional focus on East Jerusalem, the Gaza Strip and the Old City of Hebron. A FC contribution of EUR 10 million was made available to finance the EPG XI program.
