Description | Empresa Ferroviaria Oriental (FCO) is the consortium company that has improved and operates Bolivia's 1244km Oriental railway network. The consortium leases the track and passenger cars under a 40-year contract. The project is part of Bolivia's capitalization process, under which private companies make a payment for 50% of a public utility, but the payment remains with the project as equity. Empresa Ferroviaria Oriental signed its capitalization contract on 15 March 1996, and invested US$25.85 million. FCO has subsequently invested US$6.5 million. The contract gives FCO exclusive rights to operate freight and passenger transport on the network. FCO comprises Trenes Continentales (50%), AFP Futuro Bolivia (24.95%), AFP Prevision BBVA (24.95%), and workers (0.08%). Trenes Continentales is itself owned by EFO S.A. (Chile; 67.7%), Blue Ocean Overseas (23.9%), General Belgrano (2%), and CB Bolivia (6.4%). In Nov. 2000, the shareholding structure of Trenes Continentales changed with the exit of CB Bolivia. The new partners in Trenes Continentales are the following: Genesee & Wyoming (48.61%), Las Americas (27.8%), IFC (18.05%) and other partners with small shareholdings. In 2000, CAF granted a US$ 5 million loan to the company. "Oficialmente se informó que fue concretada la transacción por medio de la cual Genesee & Wyoming Bolivia (GWB) realizó la compra indirecta del 24,305% de la Empresa Ferroviaria Oriental SA (FCO), que presta servicios de transporte en el oriente de Bolivia y que se conecta con los ferrocarriles de Argentina y Brasil. La inversión se ha realizado en una parte directa en Bolivia a través de la sociedad local GWB y otra parte en forma indirecta a través de la sociedad Genesee & Wyoming Chile (GWC) propiedad de GWB en un 90% y de Unirail LLC en un 10%. La participación indirecta de GWB en FCO, que se realiza a través del socio estratégico de la misma -Trenes Continentales SA- se compone de US$19,9 millones que se cancelan a CB Transportes e Infraestructura. Básicamente, la nueva estructura accionaria de Trenes Continentales SA quedó así: Empresa Ferrocarril General Belgrano SA, 2.00%; IFC del Banco Mundial, 18.05%; Las Américas, 27.08%; Latin American Rail, 2.84%; San Pablo Bay Railway, 1.42%, y Genesee & Wyoming, 48.61%.
