Description

The Project will aim to enhance the inclusion of Indigenous Peoples and targeted beneficiaries in Costa Rica’s ERP and maximize their use of carbon and non-carbon benefits. Project beneficiaries will consist of IPs of the 24 indigenous territories who could benefit from the ERP, its BSP, and other REDD+ activities in the future. Project consists of the following 3 components:(1) Component 1 will support (a) capacity building for development and implementation of community investments (subprojects or SPs), including designs, studies, market analyses, etc; and (b) the preparation and implementation of such SPs. Elegible SPs will aim at: restoring land, generating ecosystem services, or improving income of IP communities through sustainable economic activities; increasing the profitability of alternative economic activities that contribute to the reduction of GHG emissions; supporting land tenure security; and/or supporting mitigation of and adaptation to climate change in forest ecosystems, promoting the resilience of territories. Anticipated activities include: (i) capacity building: training courses and extension services to enhance sustainable livelihoods; (ii) purcharse of inputs: seeds, equipment, etc., (iii) technical assistance: consultancies; and (iv) construction of small scale infrastructure. Small infrastructure refers to essential, small-scale facilities and services that form the foundation for a community's daily operations, promoting sustainable economic activities, social interactions, and enhancing the overall quality of life. Examples include: community water systems, construction of visitor centers or other small tourism infrastructure to promote ecotourism, construction of small graneries, storage facilities or sheds for agroforestry production or other non-timber products, among others . Potential SPs will be screened against an exhaustive and detailed Exclusion List of ineligible activities. This component will also finance a Lead Beneficiary Entity (LBE) for each of the four territorial regional blocks of intervention, to lead and coordinate the management of community investments on behalf of the beneficiary IP organizations, including support on E&S aspects.(2) Component 2 will finance activities that strengthen the voice and participation of IPs in climate-related decision-making bodies. It includes the operationalization of a permanent platform for IPs representatives to meet, set priorities, and engage in climate-related decision-making bodies, as well as training programs for cultural mediators and IP representatives who can bridge the gap between government protocols and Indigenous customs. (3) Component 3 will finance operating costs of the Project Administration Agency (PAA) namely, the Environmental Bank Foundation (Fundacion Banco Ambiental, or FUNBAM). FUNBAM will be tasked with, among others, environmental and social responsibilities.
