Housing is thus responsible for 26 per cent of electricity consumption and 32 per cent of greenhouse gas emissions nationwide. At the same time, the Mexican Government aims to achieve long-term development that guarantees an adequate supply of social housing. This is a key element in achieving the country's nationally determined contributions to the Paris Agreement and 2030 Agenda.The population of Mexico will grow to around 150 million by 2050. The durability of existing buildings means it is necessary to improve their construction and energy efficiency in order to reduce greenhouse gas emissions. It is therefore expected that by 2030, one third of existing homes will require total or partial renovation.The construction industry already has experience in taking energy efficiency and renewable energy into account when building new homes. However, rehabilitating the energy efficiency of existing social housing is a bigger challenge, as additional aspects have to be considered. These include the year of construction, area constructed, location and current energy consumption. Furthermore, potential savings must be calculated in order to calculate financial contributions for the different target groups.ObjectiveState support for energy efficiency and renewable energies in existing social housing in Mexico has improved.ApproachThe programme has three priority areas:Financing: The project aims to improve the range of government development programmes. It is working with the main financial institutions in the housing sector to analyse the mechanisms and programmes for financing sustainable housing. In this way, it helps to technically and financially evaluate energy rehabilitation projects. Technical and financial criteria, and appropriate control mechanisms, are developed to ensure effectiveness and profitability.The project’s partners include the national fund for workers' housing (INFONAVIT), the National Coordination for Self-production (CNAP) and the federal mortgage bank (SHF).Design and technological cooperation: In order to achieve the country's climate change mitigation goals, the potential for energy savings must first be calculated. In order to do so, the overall performance of existing social housing is assessed and a selection of measures is taken.Pilot projects will then be launched in various regions of the country to assess the feasibility of various technologies. The project supports key institutions in ensuring that all factors influencing the building’s energy requirements and how these factors are linked are taken into account.Training: Trained staff is required to assess the current condition of apartments, propose an energy efficiency rehabilitation plan and carry out the work on site. The project is therefore working with universities and training institutions to develop courses for architects, building managers, energy consultants, supervisors and building technicians. Key topics include energy efficiency, environmental simulation tools, and renewable and high-efficiency energy systems.The relevant officials and key players in the participating financial institutions will be supported in strengthening their skills in the field of energy efficiency and housing refurbishment. |
