Description | The FZ project is the energy renovation and refurbishment of the largest and most important hospital in Serbia, the Military Medical Academy (VMA) in Belgrade. The VMA has around 1,200 beds and covers an area of around 180,000m² and 15 floors. Although the hospital is owned by the Serbian Ministry of Defense (MoD), the VMA's services are mainly aimed at civilians (90% of all treatments). After 38 years of operation without any significant renovations, the VMA's buildings and facilities have reached the end of their service life. The hospital-specific standards common in the EU (e.g. hygiene, fire protection) are not met to an adequate extent. The hospital's electricity consumption is around twice as high and its water consumption four times as high as in hospitals in the Federal Republic of Germany. The loss of steam alone on the 1.5 km long pipe between the hospital's own gas-fired district heating plant and the building is on average 25% and around 40% on winter days. Against this background, an energy renovation of the VMA is urgently required and will lead to high energy savings. Compared to other energy efficiency measures in public buildings, the renovation work during uninterrupted hospital operations is to be classified as exceptionally challenging, multi-faceted and complex. The renovation is to be carried out in stages, on the one hand to ensure the operational capability of this system-relevant hospital, and on the other hand to spread the investment burden over several financial years. |
