The Energy Loss Reduction Project seeks to assist in reducing the commercial losses in the electricity and gas systems, and, to lay the foundation towards improving the financial viability of the electricity and gas utilities, in a socially, responsible manner. The Electricity Component will supply, and install new electrical energy meters in the Dushanbe electricity network; and, design, procure, and install the Electricity Billing System. Technical Assistance (TA) will be provided for project implementation, financial management auditing, and electricity exports promotion. Through the installation contracts, the Project will also finance the replacement of about 250 km of power supply cable rises in the multistory buildings, with new insulated cable of higher cross section for safety, as well as to support increased households consumption. The Gas component will supply and install gas meters, and the gas billing system, and in addition, TA will support project implementation, financial management auditing, electricity exports promotion and development, and the establishment of an industry-standard gas imports agreement with Uzbekistan. Regarding the installation of gas meters, the bulk meters at border import points, would be installed by Tajik Gas's own crews for regulatory and safety reasons, under the supervision of consultants. The supply and installation of a billing system for Tajik Gas, essential for an information technology (IT) system, will entail the design of the billing system, procurement and installation of hardware and software, as well as training of Tajik Gas staff in the use of the billing system. Finally, the Technical Assistance component will support the implementation of electricity and gas tariff policies; the implementation of Social Protection Policies regarding energy reforms; monitoring and evaluation of the Barki Tajik and Tajik Gas performances; and, streamlining of the interaction between energy consumers, and the Borrower's agencies involved in the technical and economic regulation of energy supply.
