The expected impact over time of this regional TA is to substantially increase the use of clean energy and provide energy security in the region. The intended outcome of the TA is to develop and recommend strategies that ADB needs to adopt in its lending operations to further enhance the effectiveness of its energy sector assistance to DMCs along the four priority areas highlighted in the 2000 Review. The TA has 3 components: (i) Energy Sector Strategy (ii) Energy Outlook and Data Book 2007 for the Asia and Pacific Region and (iii)Energy Efficiency Initiative. Energy Sector Strategy: The study will assess the reasons for the recent decline in ADB's energy sector operations. It will address a broad range of growing challenges in the sector, and linkages to environmental risks as well as incentives such as clean development mechanism, mainstreaming private sector participation, expanding the role of renewable energy, energy efficiency, and demand side management. It will also recommend possible solutions in the context of lending modalities and approaches in ADB's energy sector operations in the medium and long term. A consultative approach will be followed throughout the process. Energy Outlook and Data Book 2007 for the Asia and Pacific Region: ADB, in collaboration with a group of well established, reputable energy research institutions, will produce a sourcebook that addresses the concerns of DMCs and provide them with a comprehensive source of energy data and available options. Energy Efficiency Initiative: Resources from this TA will be used to implement Phase II of the Energy Efficiency Initiative which was launched in 2005. Phase II will develop country level and regional strategies and action plans on how to reach the target set for EEI, and examine the need for establishing the Asia Pacific Fund for Energy Efficiency. As part of this component, resources will also be given to organize a Clean Energy Week in June 2006.
