Enhancing In-Flight Security

This project aims to enhance European in flight security by augmenting the operational capabilities of the seven active European In-Flight Security Officer (IFSO) units and their operatives. Therefore the project Enhancing In-Flight Security (EIFS) has formulated four objectives: 1) Define a standard for Behavior Observation Analysis (BOA) for IFSO 2) Create standards and best practices for Tactical First Aid (TFA) for IFSO 3) Produce a recommendation for the procedural and tactical framework to achieve interoperability among European In-Flight Security (IFS) units 4) Identify and analyze emerging and future threats to IFS, and provide recommendations regarding IFSO training, equipment and operations to address these threats 5) Organize a Dissemination conference to present major products and results to the Heads of the partner units The European IFSO network, consisting of seven European nations with active IFSO programs, has agreed to hold thirteen workshops, two courses and two exercises to achieve the above listed objectives. In the thirteen workshops, two courses and two exercises at least 121 participants of the above mentioned units will profit directly from the project. The expected results will be: 1) A scientifically supported, comprehensive and current concept to observe and analyze behavior which could indicate a terrorist threat or imminent terrorist attack. 2) A practicable, IFSO oriented operational concept on TFA for IFSO on board of aircraft, combining suitable elements from both the civilian and military sectors. A recommended first aid kit for IFSO and recommendations for airlines concerning medical equipment on board of aircraft. 3) Exploration of the possibility of IFSO operations on foreign carriers within the European IFS community. 4) A mid to long term future threat prognosis on IFS and recommendations for IFSO operatives on how to respond to these threats. 5) Inform the key Players about the outcome of the Project and lay the baseline for future cooperation The project will lay a framework for future standardizations and in this way the gradual alignment of the working procedures of the European and worldwide IFSO network.
