The European Network of National Human Rights Institutions (ENNHRI) brings together 49 institutions across Europe (26 EU Member States) to enhance the promotion and protection of human rights in the region. The network provides a platform for collaboration, exchange, and solidarity in addressing human rights challenges, and enables a common voice of NHRIs at the European level. To achieve more and stronger NHRIs, ENNHRI will continue to provide support for the establishment and strengthening of members and to advocate for stronger standards at the EU level. The baseline study on the implementation of the CoE Recommendation on NHRIs will be reviewed and updated. Emphasis will be given to advocating for stronger EU and other regional protection mechanisms for human rights defenders, and visibility materials on NHRI standards will be rolled out. More effective promotion and protection of human rights, the rule of law, and democracy will be achieved through capacity building and peer exchanges of members, including on prioritised fundamental rights concerns. This includes the NHRI Academy, as well as the components of the Leadership Programme. Member exchanges, joint network submissions and third-party interventions to regional mechanisms will be facilitated, including to the EU rule of law cycle, and regarding the implementation of the EU Charter. 2025 will see the launch of the second ENNHRI regranting programme, which will allow members to replicate prioritised fundamental rights concerns at the national level. 2025 will also be a moment to assess progress and look forward to the future. ENNHRI will develop a new strategic plan for the period 2026-2029 and induct new Board and Finance Committee members. The solidification of ENNHRI policies and approaches will be assessed. The gender action plan will be mainstreamed throughout all actions. Financial sustainability will remain a priority.
