Enron rehabilitated the plant and was operating it under a renewable 3-year lease. The rehabilitation consisted primarily of modernizing the fuel treatment system. Electricity generated by the plant was sold to Napocor. Enron had taken a 65% equity stake in the project, with the remaining 35% taken by Philippine investors. Financing for the project consisted of US$105 million provided by Chase Asia, Bear Stearns, and Citicorp in the form of 15 and 8 year senior secured notes.
