Ensuring basic health services

As part of the FC module "Providing basic health services", within a geographically defined region, initially the northern health zone of Malawi, (i) the Mzuzu Health Centre and (ii) selected public health facilities in under-served rural areas are rehabilitated or expanded and equipped as needed in order to improve or restore their functionality. The latter health facilities were selected on the basis of previously agreed criteria. The aim of the FC measures is to improve the quality and quantity of medical care for the population in the target region. The project thus contributes to improving the health of the target group. By strengthening the lower levels of care, the higher levels are relieved and the health system in the northern health zone is strengthened by supporting the Zonal Health Support Office and the District Health Offices. The project is part of the development cooperation programme to support the health sector in Malawi, is in line with the national health strategy and contributes to achieving two of the six building blocks of the WHO health system strengthening policy. The target group of the project is the population living in the catchment area of the participating health facilities (the users of the supported facilities) - especially women and children, who are the main users of GE - as well as the health personnel, whose working conditions are improved by the FC measure. The supported facilities are mainly located in underserved rural areas where the proportion of poor people in the population is particularly high. The FC share of the financing amounts to EUR 10.0 million with a total duration of three years estimated at the time of the appraisal. In addition, the module proposal includes a reserve test for a possible second phase of the project with an FC volume of up to EUR 20.0 million.
