EU companies suffer the following constraints: difficulties in accessing finance, especially risk capital; weak entrepreneurial spirit; a business environment not conducive to start-ups creation and characterized by persistent regulatory fragmentation and by too much red-tape; limited capacity of SMEs to adapt to a low-carbon, climateresilient, energy and resource efficient economy due to limited financial means and limited expertise; limited capacity of SMEs to expand to markets beyond their boundaries. For these reasons ELSE proposal, in line with Europe 2020 strategy and Small Business Act goals, is thought to create the conditions for the support and the enhancement of European enterprises and to ensure them to take full advantage of the Single Market's potential. In relation with the opportunities for SMEs in third countries, ELSE is aware that clients need a particular support actions such as: addressing specific types of business according to the specific target market; helping SMEs to safeguard fair trade as defined by European rules, but whose implementation could be difficult with respect to non EU countries (i.e. counterfeit, “stop fake”). ELSE promotes the SMEs development, helping them to exploit the Intellectual Property Rights (IPR) opportunities, improving the business environment, supporting competitiveness and increasing the job creation in the Internal Market. Therefore the main goal of the project is to create a system of integrated services provided on the basis of the excellences of expertise granted by the partners. The project includes the boosting of all kind of innovation to SMEs, even the traditional ones, to develop their ability and awareness of being innovative.
