Description

This project concerns the study on health and capacity building for health infrastructure management. It is designed to strengthen the capacity to plan and manage the evolution, rationalization and maintenance of the health sector. The intervention should make it possible to identify the priority projects to be financed and provide details on the financing required for the renovation work. The study should also propose a plan to strengthen the maintenance management unit whose role is to ensure that the premises, equipment and vehicles owned by the Ministry of Health are subject to a permanent maintenance programme and lend themselves to optimal use, thus promoting the improvement of the health service. The study focuses on (i) review of existing public health infrastructure, (ii) identification of gaps in current health coverage, (iii) analysis and study of the procedure for procurement and distribution of supplies, maintenance of medical equipment, and identification of actions to be taken for the establishment of an effective system, (iv) analysis and study of the maintenance of the premises and the identification of a set of alternatives likely to constitute an effective system, (v) study of the functioning of the Ministry of Health's vehicle fleet, as well as the proposal for a rigorous management system; and (vi) analysis of the technical manpower at the service of the Ministry of Health, and its deployment, the evaluation of its redeployment, its training needs and evolution, as well as the presentation of a redeployment and training plan.
