Motatei municipality and Montana municipality, in partnership, created this project with a focus on establishment of measures for safer common region. The project presents a complex of activities, which are addressing the effective risk management, prevention and reaction of natural disasters in the CBC region with emphasis on the floods and fires. The overall objective of the project is to improve joint risk management in the cross-border area. The current project aims to achieve reduction of the vulnerability of the environment and to prevent the consequences of social and economic disaster caused by flooding or fires in the border region. The logical line of the current project is that some measures are best suited to be managed at municipal level, such as the improvement of natural drainage to prevent pluvial flooding or ensuring the necessary equipment for quick reaction. The project envisages for implementation a logically constructed set of measures (activities) for establishment of a risk management conditions in municipality of Montana (through supply of equipment - backhoe loader, rescue platform,Tipper with hydraulic crane, 4x4 Pick-up (2 pcs.), Mini front loaders (2 pcs.), Agri tractor and trailer and municipality of Motatei (through supply of equipment, backhoe with hydraulic kits, cups and picnotes to decolmate the river and a fire truck); elaboration of analytic and strategic documents and training and awareness raising events which will help bring together the communities and management processes of the Romania-Bulgaria border region to participate in the joint development of a cooperative area in a sustainable way. In most cases, during disasters the response time and resources in rural areas are greatly reduced. Handling disasters, those catastrophic events which stretch the capacity of municipalities, can only be approached with preparedness, pre-planned reaction and the availability of appropriate equipment. The partners aim to prevent this thought the supply, which is object of the current activity. The establishment of working CBC cooperation for joint actions aimed at improvement of the joint risk management in the cross-border area - a result of the project, will help CBC population to benefit from actions of risk management and flood protection measures. The new about this approach to risk management is that preparedness will be achieved at a satisfactory level of readiness to respond to any emergency situation through programs that strengthen the technical and managerial capacity of the municipalities. These measures can be described as logistical readiness to deal with disasters. This capacity to respond to emergency situations will be further supported by the developed under the project strategic and analitical documents and the organized trainings and information campaigns. The Programme outputs targeted by this call to which the project contributes are: I16 - Population benefiting from flood protection measures - By the delivered equipment and the trained staff the two partners will be able to provide fast support to the municipality and to neighboring localities, on the basis of partnerships, which together with the commune of Motateis inhabitants 6935 inhabitants and for Montana - 44 502 people - in total 51437 people from the CBC region will be benefiting from flood protection measures. In addition, in case of emergency situations, the two partners can help with their equipment to other neighbouting municipalities in the region. I18 - Number of joint partnerships in the field of joint early warning and emergency response - this indicator will be achieved through the build capacity of the two municipalities for reaction to risks related to floods - 1 joint partnership between the partners under the project – Montana Municipality and Motatei Village. The partnership will be focused on establishment of measures for safer common region throught a complex of activities, which are addressing the effective risk management, prevention and reaction of natural disasters in the CBC region with emphasis on the floods and fires. After the end of the project the created partnership will continue operating for the future development, maintenance and promotion of the established measures. The estimated project budget is 997 556.19 euro VAT included.
