The program¿s objective is to improve opportunities for access, retention, and completion of quality BE, especially for the most vulnerable segments of the population. Its specific objectives are to: (i) reduce the existing disparity in BE between different income groups and between rural and urban areas; (ii) increase BE coverage in urban-fringe, rural, and indigenous schools; (iii) reduce the number of over-age students and increase graduation rates in rural and urban BE schools serving poor populations; (iv) improve BE students¿ level of learning and academic achievement; (v) provide institutional strengthening to the MEC; and (vi) consolidate the process of coordination among parents, communities, and teachers in BE school management.
