Description

Our objective is to enable Ireland to establish a HDAB by progressing the design specification and minimum digital business capabilities for health data access and related services and infrastructures. This project builds on the work by the joint action TEHDaS and will compliment and be informed by the outcomes of the pilot project for the EHDS infrastructure based on 5 use cases that will run from 2022-2024. Noting Ireland’s current health information system and capabilities, the areas of core focus for advancement are: - national data access application management system, enabling the HDAB to receive, process and reply to data access applications, taken to the analysis and design phase; - national dataset catalogue, enabling the HDAB to provide data users a way to discover and assess the utility of existing health datasets for the data users’ intended purpose; - secure processing environments, ensuring the secure processing of electronic health data according to technical and security safeguards, taken to the analysis and design phase; - data quality enhancement, enhancing the quality of data made available through the HDAB. The project is aligned with the EHDS policy intent and emerging requirements for secondary uses of health data. The contribution of this action to the priorities of the call is that it supports the establishment of services for health data access in Ireland, aligned with emerging EU standards for national HDABs and related services and infrastructures across the EU. The action takes account of requirements for specific areas of health data, including those linked to quality of health data and for statistical purposes, as part of the planned EHDS for secondary uses of health data. This project complements Ireland’s efforts to expand the health data sharing services to patients provided by MyHealth@EU for ensuring the continuity of care for people/individuals while travelling in the EU in the pillar of primary use of health data of the EHDS.
