The objectives of the Second Road Sector Development Support Program Project are to increase the road transport infrastructure, and improve its reliability, strengthen the capacity for road construction, management and maintenance, and, create conditions conducive to private sector participation in the road transport sector. These objectives are to be achieved through: (a) construction, rehabilitation, upgrading and preserving the priority, federal and regional road network; (b) strengthened Ethiopian Roads Authority (ERA) reform program; (c) capacity development in program implementation; and, (d) improvements in rural travel and transport services. The components are: 1) upgrading of the Federal trunk and link roads, and, provision of consultancy services for construction supervision of the road works, and the implementation of the associated environmental, safety, and resettlement plans, including any adverse social impact mitigation; 2) construction, and upgrading of federal, link and regional rural roads, and, provision of consultancy services for the construction supervision of the road works, and the implementation of the associated environmental, safety, and resettlement plans, as well as potential adverse, social impact mitigation; 3) continued support to the Ethiopia Rural Travel and Transport Program (ERTTP), focused on the preparation of additional required studies, and on an increased technical assistance (TA) support; 4) continued support to ERA to enhance its capacity to plan road network maintenance, and improvements, integrating pavement management systems (PMS) with highway design models (HDM), refining ERA's financial management and management information (MIS) systems, and, promoting technology transfer to, and training for ERA staff in relevant fields to enhance capacity; and, 5) preparation of follow up operations in Stages 3 or 4, including feasibility of private sector participation in financing, and implementation of road programs, nationally, as well as in Addis Ababa.
