In December 2006, Capivari Ambiental S.A. (later named Foz de Capivari S.A.), a subsidiary of the Brazilian company Odebrecht, was created to undertake the construction of a sewerage treatment plant located at the municipality of Campinas (state of Sao Paulo). The ETE Capivari I treatment plant was set to have a capacity of 100 liters per second, attending a population of 200,000. The contract, which was signed in 2007, envisaged the construction of the facility at the municipality's expenses. The investment on this plant was estimated at US$ 27.5 million (BRL 60 million) and was financed with a US$ 21.1 million (BRL 46 million) loan from the state-owned bank Caixa Econômica Federal. The unit was operational by 2009. The operation of the treatment unit was to be undertaken by the private sponsor until May 2029 in exchange for the payment of a management fee.
