ETEA Group, from Italy, via its subsidiary Gjo-Spa Power, developed the 13.62MW Lapaj small hydropower plant, on the Bushtrice River, Notheastern Albania. The project was expected to generate 49,865 MWh annually. The project was reported as being "launched" (i.e. commissioned) in November 2012. The power is transmissioned from the plant via a 22km 110kV transmission line, connecting to the 110/10kV Kukes HV substation. Peak turbine efficiency is 92%. Generator efficiency is 96%, aggregate efficiency is 90%. Plant load factor is 48%. The plant employs 10 people. The project negotiated a PPA with KESH, the national utility. Tariff was recorded as 3.7-6.2 ALL/kWh between 2004-2007, which were the numbers used in the feasibility study (6.2 ALL/kWh) and considered "attractive". Plant life wase expected to be 30 years. The feasibility study was completed in December 2008. ERE issued Standard Basic PPA with Public Wholesale Supplier (KESH) for small HPPs. Total project cost was EUR15 million (US$19.4 million). The project design document expected a total cost of 1.45 billion Leke (US$13.6 million), which was expected to be financed with 30% equity, 70% debt.
