The development objective of the Statistics for Results Project for Ethiopia is to enhance the capacity of the central statistical agency (CSA) at the organizational, human, and physical levels in order to produce and disseminate reliable, accessible, and timely statistics. The project comprises of four components. The first component, organizational and infrastructure capacity development in the national statistical system (NSS) aims to improve organizational performance, staff productivity, and data accessibility by strengthening planning, training, and physical infrastructure at the CSA, as per the findings of national statistical development strategy (NSDS) mid-term review, central statistical office business process reengineering (CSA-BPR), CSA space audit, and other reviews. It includes following three sub-components: (i) organizational strengthening; (ii) physical infrastructure; and (iii) information and communication technology (ICT) infrastructure, systems, and tools for data production and management. The second component, statistical data development and management will support activities to strengthen the quality of data produced, following internationally-accepted standards and methodologies in data collection, compilation, and validation. It includes following five sub-components: (i) development of business statistics; (ii) development of mining, energy, construction, and transport sector statistics; (iii) support for planning and development of the next agricultural census; (iv) coverage and quality of the annual agricultural sample survey (AGSS); and (v) planning and compilation of vital statistics. The third component, statistical methodology, standards and data quality assurance, and information dissemination aims to promote, sensitize, and implement the data quality assurance framework standard (DQAF-E) prepared by the CSA for the NSS, and to support improvements in services for users, including dissemination of regular statistical publications produced by both the CSA and its key ministries, departments, and agencies (MDAs) as per the release calendar, and to promote statistical education of citizens and non-governmental organizations (NGOs). This component will have two sub-components: (i) statistical methodology, standards, and data quality assurance; and (ii) information dissemination. The fourth component, monitoring and evaluation aim to strengthen the monitoring and evaluation capabilities of the CSA with respect to the NSDS and the project's coordination and fiduciary requirements, including environmental and social management framework (ESMF) implementation.
