Description

Description

This is the second phase of the Local Government Development Program for Ethiopia, and will support the planning, delivery, and sustained povision of priority municipal services and infrastructure. The project aims to address institutional and fiscal gaps at the urban local government (ULG) level. The program development objective is to assist the Recipient in enhancing the institutional performance of participating urban local governments in developing and sustaining urban infrastructure and services. Phase one of the program focused on addressing the capacity and infrastructure deficits of 37 ULGs in total. This phase established a robust local government performance grant system, which has successfully delivered both institutional strengthening and associated infrastructure results in the limited number of cities within its scope. Phase two will address the folowing challenges: 1) institutional capacity gaps at ULGs; 2) delays in procurement of the annual performance assessment; 3) funding levels were an insufficient incentive for Addis Ababa; and 4) inadequate systems for tracking the specific use of Program funds.
