The pandemic crisis brought several changes to the economic and social governance of the EU. Those changes are redesigning the coordination of national social, economic and environmental policies within the EU Semester framework, and it will add a new dimension of cooperation between member states in the investment domain. The role of Social partners is crucial in this framework, to contribute to this effort for investments and reforms. The RRF has explicit social objectives that are reinforced by the Action Plan Implementing the European Pillar of Social Rights (EPSR) and National recovery and resilience plans (NRRPs) should reflect those priorities that should find correspondence in future Semester cycles as well. The ETUC reacted to these changes by restructuring its activities in the economic governance, the European Semester and the RRF in 3 blocks that provide a single strategic framework to the concepts of fairer recovery, sustainability and resilience, and which are the building blocks of this project proposal. The objectives are: (i) to improve trade union capacities to be proactive in the economic governance of the EU, and in particular in the EU Semester and the RRF; (ii) to upgrade the ETUC Semester Toolkit and adapt it to the changes that the crisis has introduced or speeded up at economic, social and institutional level; (iii) to reinforce the TUSLO network and provide TUSLOs with upgraded or additional tools organised in 3 strategic operational blocks. This project will aim at reinforcing the dialogue between the trade union movement and European and national institutions, using contents, inputs and elaborations. In this way, it will improve social partners involvement in these processes with beneficial effects on social dialogue for reforms, so favouring the effectiveness of EU facilities and instruments.
