i) Establish an independent dispute resolution committee; ii) Announce tariff reform plan and timetable; iii) Reduce maximum duty rates; iv) Ensure that agreed budget allocations are not supplanted by excessive use of supplementaries; (v) Release resources to priority program areas (PPAs) as planned; (vi) Regulate borrowings by districts; (vii) Ensure timely audit of central and district government accounts; (viii) Implement outcome oriented budget at all tiers of governments; (ix) Restrict releases to state owned enterprises (SOEs) in confirmity with the target of achieving 20 percent reduction of subsidies to SOEs by 1998; (x) Ensure publication of annual report onreleases to and from SOEs; (xi) Complete sale of UCB or implement back-up plan; and (xii) implement policy on the 18 rural branches of UCB considered crucial for financial sector deepening.
