Description | Asylum protection is an important international, supranational, and national “hot” topic that has created several legal, political, and economic debates. In recent years, the EU has enhanced a new strategic approach to asylum law: externalization of the asylum process in neighboring non-EU countries. Until now its best example is the Italy-Albanian Protocol of November 2023, which the Albanian Constitutional Court has considered constitutional. However, currently, the majority of the doctrine has focused on its disadvantages rather than on the global solidarity and flexibility that this new strategy offers. Based on experience in positively managing other EU funds (as a member or leader), or as director of university units, and by using the knowledge of EU law, migration law, and human rights, this Proposal focuses on the creation of a new course “EU Externalization of the asylum process,” summer-school “The Italy-Albanian Protocol on Irregular Migration,” Creative Writing Laboratory “Thinking of the job market/Academia” by building a bridge between academia and policymakers as well as civil society. Through innovative teaching methods and collaboration between UT and the non-academic sector as well as Italian senior scholars with expertise in migration, EU and international laws, the Proposal enhances not only teaching and research on the EU Externalization of the asylum process but also fights Albanian “brain drain” and increases the role of women in the Albanian society. Furthermore, straightforward strategies are established for the continuity of this proposal, also after the funding period. |
