Description

The EU Regional Trust Fund for the Syrian Crisis - Madad (hereinafter EU Trust Fund) is financed by the EU and its member states, currently Turkey and possibly other donors, and managed by the EU Commission (Directorate General Neighbourhood and Enlargement Negotiations - DG-Near). According to its original founding document, the EU Trust Fund aims to respond to the Syrian crisis with coherent, coordinated and increased aid measures at regional level. It will initially address the needs of refugees from Syria seeking refuge in neighbouring countries and the communities that have taken them in, as well as the needs of the administrations responsible for them, particularly with regard to strengthening resilience and first steps in the recovery process. After the end of the civil war, the EU Trust Fund will be adapted to the reconstruction needs within Syria. In 2016, the geographical scope of the Fund and its objectives were expanded. The new approach allows for measures not only related to Syrian refugees, but also to refugees, internally displaced persons and returnees in the wider region in general, including Iraq and the Western Balkans. Reconstruction measures in a possible post-conflict scenario in Iraq are also possible under the new statutes, regardless of whether Syrian refugees are affected. The current financing volume of the EU Trust Fund amounts to EUR 1.4 billion (as of January 2018).
