EMR-EYES is an organ of: => Detection of euregional prevention and security phenomena. => Awareness / Reporting. => Exchange of information and training. => Coordination of the decision and euregional decision homogenisation. => Organization of vigilance and tactical analysis of the threat. EMR-EYES organizes processes of collaboration, detection, reporting, coordination, vigilance, exchange of training and informations around the five prevention and security priorities (prevention including the concept of accompaniment): => Burglaries. => Radicalism. => Addictions/Narcotics. EMR-EYES is a program of projects for safety and prevention on a regional scale : => EMR-EYES is multidisciplinary and addressed to the administrative and judicial authorities, but also to prevention and security partners in the broad sense. => EMR-EYES works to decompartmentalize the world of prevention and security as soon as professional secrecy permits. => EMR-EYES thinks its operation and its actions. It performs a needs analysis before implementing new processes. => EMR-EYES is careful not to compete with existing structures, but rather to optimize / create synergies between existing structures and to supplement the euregional framework in order to improve processes. => EMR-EYES considers that the linguistic question is a critical factor for success and organizes its projects for the understanding of all in Euregio Meuse-Rhein. => EMR-EYES organizes vigilance by collecting, processing, verifying, organizing and disseminating information for awareness and reporting purposes to a target audience in all three languages. => EMR-EYES allows a diverse audience to learn from each other and to exchange ideas on best practices. => EMR-EYES generates structural (ANPR network) and organizational (networks and databases management) conditions that are better for the exchange and exploitation of information for the profit of selected prevention and security partners. => EMR-EYES provides legal support to: -  To copulse a vademecum of comparative law on the exchange of information about the aforementioned 5 priorities. -  To promote (lobby) new models of process where the exchange of information beyond the legal differences of the Euregio countries is encouraged. -  To make possible the exchange of information in the three languages ​​on the ground (support to actors in the field). => EMR-EYES is looking for resources (budgets, framework) in order to sustain its existence in the future.
