The European Subsea Cables Association (ESCA) and the International Marine Contractors Association (IMCA) have issued a joint warning about the risks to Europe's subsea cable infrastructure due to regulatory barriers, skilled labor shortages, and lack of readily available repair solutions. The European Commission's Cable Security Action Plan aims to improve prevention, detection, response, and deterrence of threats to submarine cables. However, industry leaders caution that without collaboration between public bodies and the submarine cable industry, Europe may face challenges in maintaining digital and energy resilience. The subsea cables carry over 99% of global intercontinental data traffic and are critical for renewable power transmission and energy sharing between countries. Repair operations are increasingly delayed due to capacity constraints and inconsistent permitting regimes across EU member states. Power cable repairs are particularly complex due to diverse ownership and regulatory challenges, with vessels often occupied with installation projects when emergency repairs are needed.
