Description

Description

ECCAR2026-2028 is the European Coalition of Cities against Racism's comprehensive framework for empowering over 150 municipalities to combat racism. The ECCAR is a transnational network of over 150 municipalities dedicated to combating racism, discrimination, and xenophobia at the local level. With its Ten-Point-Plan of Action (10PPoA) as a guiding framework, ECCAR empowers cities to implement tailored anti-racism strategies, foster good practice exchange, and develop local action plans to promote equality and inclusion. Over the framework partnership period, ECCAR will strengthen its network through innovative activities, including thematic working groups on institutional racism, equality data collection, antisemitism, anti-Muslim racism, Roma inclusion, Artificial Intelligence (AI) and racism, and more. These groups enable peer-to-peer learning and generate practical recommendations for member cities. ECCAR will also publish multilingual resources such as the Toolkit for Equality and Guidebooks for Local Actions against Racism, ensuring actionable insights are accessible to municipalities of all sizes. ECCAR’s initiatives include consulting services for cities to develop sustainable local action plans, the dissemination of good practices through the Online City Reporting Tool (OCRT), and annual Global Reports summarising trends and challenges. An internal communication platform will further enhance collaboration and direct knowledge exchange between member cities, fostering cohesive efforts against systemic racism. Through capacity building, inclusive governance, and targeted resources, ECCAR strengthens local authorities’ ability to address racism effectively, contributing to social cohesion, trust in public institutions, and improved quality of life in urban communities. The coalition’s activities ultimately promote equality, empower marginalised groups, and create cities that are safer, fairer, and more inclusive for all.
