European Hydrogen Bank Fourth Auction

The European Commission has announced draft terms for the fourth European Hydrogen Bank auction, proposing a budget of €500 million for new hydrogen production support. This budget is 61.5% lower than the previous auction round. The auction is expected to launch by the end of 2026 under the Innovation Fund, with the budget split into two topics: approximately €350 million for renewable fuels of non-biological origin hydrogen and €150 million for RFNBO hydrogen and/or electrolytic low-carbon hydrogen. The auction includes output-based support with fixed premiums per kilogram of hydrogen produced, a ceiling price of €4 per kilogram, and supply-chain resilience rules to limit electrolyzer sourcing from China.
