The European Notarial Network (ENN) 2026–2028 Framework Partnership aims to strengthen cross-border cooperation among notaries in the European Union, support the correct application of EU civil justice instruments, and improve access to legal information for both professionals and citizens. As a long-standing European platform, the ENN facilitates mutual legal assistance, peer learning, and secure exchanges in complex cross-border cases. Over the next three years, the ENN will modernise its digital infrastructure to make the platform more accessible, user-friendly, and secure. The platform will undergo a full redesign, guided by a new communication strategy to better connect with notaries, EU stakeholders, and citizens. The ENN will also take an important step forward by developing an AI-based legal search tool to help notaries find relevant legal information more quickly and accurately. Alongside these digital improvements, the ENN will continue to foster personal exchange and professional cooperation through seminars, peer-learning workshops, and a flagship event marking the ENN’s 20th anniversary. Throughout the partnership, the ENN will ensure that its legal content remains accurate, regularly updated, and accessible across languages, both for professionals and the public, notably via its citizen-oriented websites. The ENN’s activities will directly contribute to the EU’s objectives in digital transformation, cross-border judicial cooperation, and access to justice. Gender equality, diversity, and inclusive communication will remain central to the network’s approach, both in its participation targets and in its outputs. Through ongoing collaboration with the European Judicial Network in civil and commercial matters (EJN-civil), national notariats, and EU institutions, the ENN will continue to strengthen mutual trust and promote the effective, people-centred application of EU law.
