Description
Description | The proposed Jean Monnet Module consists of a 3-year academic course on European Public Finance Law (EPFiL), as a new optional course in the fifth year of the Master’s of Law Degree managed by the Department of Legal Studies of the University of Bologna. The aims of the Module are several: 1) to fill an actual gap in legal education of Law students stimulating reflections about how Public Finance Law is conditioning the everyday legal life; 2) to give them a clear awareness of the importance that the European framework is acquiring for national public finance, especially after the pandemic crisis and the rising of an EU public debt aimed to financing the economic recovery; 3) to improve citizenship and awareness of the spirit of European cohesion: a deeper knowledge about EU fiscal rules and mechanisms of EU budgeting can strengthen the way people live and feel European citizenship. The Module is divided into 2 teaching sections, each focusing on different but related topics: the first on European coordination of national budgetary policies; the second on EU Budgeting, governance of the Euro and European public debt. Within the curriculum of the Degree Master’s Course, the 2 teaching sections will constitute a cycle of 2 Seminars attributing a total of 6 ECTS. The Course is targeted to students of Law, Economics and Politics and has an interdisciplinary character. The expected learners are 30 on average per year. 24 Teaching hours are scheduled for each section, plus a conclusive 3-hour lecture for an overall of 51 teaching hours per year. The expected results are, in addition to the acquisition of knowledge by the students (with final oral / written exam and suitability judgment): creation of a website on European Public Finance Law with blogs and forums open to discussion with the civil society; organization of a final open-access conference; development of interdisciplinary teaching methodologies; an educational book or at least 3 articles on academic journals. |
