The module “European values as basis for EU policy” is aimed to improve knowledge about fundamentals of Europeans and the EU among students, academic society and general public. The main feature of the module is an emphasis on the category of Value. The module will help to use this category as an analytic tool to research European society and EU policy. It will reveal a value context in the EU development and practice that is not common for Russian educational programs and researches. It will allow students and researchers to make comprehensive analysis op EU policy (internal and external) using not only the category of Interest but also the category on Value. The course “European values as basis for EU policy” will be presented to students who study “International Relations” and who do not deal with EU studies (future historians, political experts (Political science), journalists, economists and state managers). The course information will help them to iget new skills and competences, to facilitate understanding the EU policy and communication with their EU partners, colleagues, and friends. This knowledge will improve their professional skills and competencies and positively affect their career and ordinary life. All course materials as well as course-related publications and reports at conferences will be available for academic society. The goal is to show the opportunities to study the EU and to create new EU-related courses using EU values as the basis for analysis. The key ideas of the course will be presented to general public in the forms of open lectures followed by discussions and analytical reports. There is misunderstanding of the EU policy in Russian society that is based on incorrect information and ignorance of EU policy fundamentals. The goal is to explain the basic principles of the EU policy to anyone who is interesting in the EU and/or deals with the EU, including business community, school teachers, media representatives and policy-makers.
