The project involves the Tokyo Metropolitan Government’s ambitious “eVTOL Implementation Program,” a multi-phase initiative aimed at introducing electric vertical take-off and landing (eVTOL) aircraft into the world’s largest metropolis as a revolutionary urban air mobility solution. In its first phase, the selected Japan Airlines-led consortium—comprising Archer Aviation, Sumitomo Corporation, and their joint venture operating company Soracle—will conduct comprehensive market assessments, develop the necessary operational ecosystem, and lay the groundwork for commercial air taxi services across Tokyo. This includes planning demonstration flights over Tokyo Bay and along river routes in the coming years, using Archer’s four-passenger Midnight aircraft. The initiative addresses Tokyo’s severe ground traffic congestion and geographic constraints, with the ultimate goal of launching full-scale commercial eVTOL operations in one of the most challenging and high-value urban environments globally, marking a critical step toward making flying taxis an everyday reality for millions of Tokyo residents and visitors.
