The project focuses on improving foundational learning in primary grades in targeted schools in Liberia and to improve access in the targeted schools. To do this, the project will support the design and delivery of a foundational literacy and numeracy package, and strengthen the delivery chain by training teachers and school principals to deliver and support foundational learning in schools, including for overage students to help them transition to their age-appropriate grade. To improve access, the project will support improvements to the learning environment in targeted schools and strengthen the role of the School Management Committees for better resource mobilization and accountability. The project will support sustainability of these reforms by improving the system's ability to regularly gather and use education data - on student and school outcomes, gathered through student learning assessment, annual school census and other sources - to better monitor outcomes and target support and resources where they are most needed. Data gathered by the system will also be disseminated through to schools and communities. Project activities will be organized under 4 components - Improving foundational learning for all, Enhancing access for all, System Strengthening, and Project management.
