ContextThe overarching strategic framework for the project is provided by the international, European and national objectives and strategies for managing regular migration and strengthening the positive impacts of migration on development in the countries of origin. The most important of these is the Global Compact for Safe, Orderly and Regular Migration (GCM). This regulatory agreement was adopted in Marrakesh on 10 December 2018 by 164 states, including Germany. It takes up the normative policy goals of Target 10.7 of the 2030 Agenda for Sustainable Development and breaks them down into 23 (sub-)objectives for migration governance at national level.In Germany, the BMZ strategy paper ‘Migration for Development’ (2018) is fundamental to national strategy. Its goal is to gain acceptance among policy-makers and the public of the concept of migration for development as a central strategy of development cooperation.These development-policy directives are the starting point for BMZ’s engagement in the global programme ‘Migration & Diaspora’ (PMD). PMD promotes strategic capacity development at the level of individuals and organisations and strengthens networks and partnerships in the field of development-oriented migration. These key areas are the focus of PMD’s three fields of action, ‘Development-oriented return’, ‘Regular migration’ and ‘Migration advice’.In the field of action ‘Development-oriented return’ (returning experts), PMD provides advice to trained individuals in Germany interested in returning to their countries of origin, identifies potential employers in these countries and brings the two sides together. It also designs and conducts training for (potential) returnees and employers in the countries of origin, holds events, and sets up, operates and moderates virtual platforms for exchange and networking.In the fields of action ‘Regular migration’ and ‘Migration advice’, PMD builds capacity at relevant partner institutions in the countries of origin. Employment agencies and training institutions receive advice on establishing and extending management systems for regular migration and on setting up training partnerships. The programme supports institutions from the policy area of migration in developing policies, strategies and organisational structures for addressing the GCM objectives. Capacity-building for partner institutions relevant to migration includes the deployment of integrated experts at the institutions.Returning experts and integrated experts are important human resource instruments for PMD. Certainty regarding such assignments – in other words, the ongoing ability to sign and fund two-year subsidy agreements for returning experts – is a prerequisite for achieving results from knowledge transfer and exchange between returning experts, alumni and employers. The same applies to the positive capacity-building results of integrated expert assignments in the fields of action ‘Regular migration’ and ‘Migration advice’. They are based on the option of concluding multi-year subsidy agreements with integrated experts and funding these without interruption throughout the entire PMD implementation period.ObjectiveThe objective of the programme ‘Expert Funds for Migration & Diaspora’ (FMD) is to establish the administrative and financial basis for development-oriented knowledge transfer and exchange within the framework of the global programme ‘Migration & Diaspora’ (PMD).FMD has two fields of action: (1) administration and (2) steering.FMD deploys 500 returning experts and 7 integrated experts in PMD partner countries, of which there are up to 25. GIZ and the integrated experts generally conclude multi-year subsidy agreements for deployment in the partner country. This is also the case for returning experts.The term of the project is five years (from February 2019 to January 2024) and the German TC contribution will cost up to EUR 19,000,000.
