Description

In November 2007, Hyderabad Urban Development Authority (HUDA) signed a 15 year contract (includes a construction period of 30 months) with a consortium of Era Infra Engineering Limited (EIEL)and Switzerland-based infrastructure development company, Induni and Cie S.A. for design, construction, development, finance, operation and maintenance of an eight lane 12 km stretch on Outer Ring Road (ORR) between Narsingi and Kollur, in Andhra Pradesh. It is a part of Greater Hyderabad Growth Corridor Project (Outer Ring Road Project). Hyderabad Ring Road Project Pvt. Ltd. (HRRPPL)was established to implement the project. The project was won through an international competitive bidding, conducted by HUDA. The bidding criteria for the project was lowest annuity payment. HRRPPL was to recover for the capital and operating costs by way of a fixed annual payment (annuity) from HUDA during the operation period. Under the annuity scheme, the private operator was not allowed to collect tolls from the users. The total capital cost of the project was estimated at US$ 75 million.
