Description

The Faure New Water Scheme and Paarden Eiland Desalination Plant projects involve the City of Cape Town partnering with private companies through a public-private partnership (PPP) model to design, build, finance, and operate two large-scale water augmentation facilities that will together deliver between 120 and 170 million litres of new drinking water per day by 2030/31. The Faure scheme will treat and purify recycled wastewater from existing treatment works to potable standards, while the Paarden Eiland plant will desalinate seawater using reverse osmosis. Under the PPP structure, the City retains full ownership of all infrastructure and water resources, sets water quality and performance standards, and only pays the private partners for water that is actually delivered and meets strict criteria; the private sector carries the construction, financing, and operational risks for a fixed contract period.
