Description | By 2021, the Red Lake Water Pollution Control Plant that currently practices chlorination of effluent prior to discharge will need to: 1) cease chlorinating (requires permission from Ministry of Environment and Climate Change, which is unlikely due to recreational use of receiving water in Howey Bay), 2) install and utilize dechlorination to remove residual chlorine prior to discharge, or 3) switch to an alternate form of disinfection (e.g., UV). The output benefit to the community is the creation of a feasibility study, which will provide the most viable solution to deal with the upcoming provincial regulations. As per subsections 6(1)(c) and 50(4) of the Wastewater Systems Effluent Regulations (SOR/2012-139) made under the Fisheries Act, the effluent quality standard for total residual chlorine (TRC) will come into force on January 1, 2021 for continuously discharging wastewater systems with an annual average daily volume of less than 5,000 m3. |
