The Brazilian Ministry of Economy is leading an administrative reform and requested support to modernize three key areas: (I) Humanresource management, (ii) Government Management, and; (III) Digital government. The proposed Project aligns well with the BrazilFY18-23 Country Partnership Framework (CPF). It will support the CPF’s Focus Area 1 & 2 (Fiscal consolidation and governmenteffectiveness and Private sector investment and productivity growth) by helping the adoption of policy reforms necessary to improveservice delivery, reestablish fiscal stability and strengthen fiscal management, as well as setting up institutional arrangementsthat can attract and leverage private sector investment. The project will finance technical assistance activities and its designincludes the following subcomponents: Component 1 – Technical Assistance. The objective of this component is to provide technicalassistance to the federal government in the following areas: (a) human resources and wage bill; (b) public procurement; and (c)digital government. Subcomponent 1.1: Human resources and wage bill management. This subcomponent will support activities in twomain areas: (i) Career system redesign and human resources modernization. The federal government is preparing an overhaul of theentire civil service and requires support to identify the most effective and efficient career system. The new career system wouldonly apply to new cohorts of civil servants. (ii) Development of a data warehouse and business intelligence tool for HRM. The Bankwill support the development of a new system to cope with existing technology issues and adapt it to the new career system, as wellas modernization of payroll auditing, among others. These tools will improve management and governance processes and support theuse of evidence for decision-making. Subcomponent 1.2: Public procurement. This subcomponent will support activities in threeareas. (i) Procurement: Elaboration of the strategic plan for procurement and development of new COMPRASNET modules. It willsupport strategic planning of procurement, including its management and supervision, business model and marketplace solutionimplementation, and technical and procedural issues regarding the development of the COMPRASNET 4.0 platform. (ii) Survey of usagefederal buildings: a survey and database of the usage rate of federal buildings, the demand for space and the elaboration of thestrategic plan for the Federal District. (iii) Plataforma +Brasil and inter-governmental transfers: It will support the developmentof the new modules of the Plataforma +Brasil and activities to strengthen its network in the country. It is anticipated thatmodules on public works, teaching resources, and transfers to civil society organizations will be developed.Subcomponent 1.3:Digital Government. This subcomponent will finance studies in the following areas: (i) digital identity; (ii) digitaltransformation of services; (iii) interoperability strategy; and (iv) alignment of digital resources. The activities will includestudies on the integration of databases, IT infrastructure, information security, and the structuring (methodology) of the processof issuing digital identities. The component will also support digitalization of essential public services and the development of astrategy to integrate federal digital platforms with subnational entities. Finally, it aims to contribute to the development ofBrazil’s digital government strategy which aims to address the lack of coordination among levels of government. It will support theimplementation of a centralized call center, a study on the unification of channels, and consolidation of datacenters.Subcomponent 1.4: Project Management. This subcomponent will finance a Project Management Unit (PMU) to implement andmonitor the project and its results, including the technical and fiduciary areas. Activities might include training, auditingservices, and monitoring and evaluation capacity.
