Description

The Project includes three components, which are described below.Component 1: Improved Transport Connectivity. The overall objective of this component is to improve regional connectivity, safety, and climate resilience of the main road network in FBiH. The investments will also contribute to the financial sustainability of PC Roads by reducing the long-term maintenance burden. It will also finance selected road safety improvement activities financed through the SSTP grant. It includes two sub-components: Component 1.1: This sub-component will finance rehabilitation and reconstruction of priority main roads, bypasses, bridges and tunnels as defined in the FBiH road investment program 2025-2029. All sub-projects to be financed under the project will be defined on an annual basis and in accordance with priorities emerging from RAMS. The prioritized sub-projects will have previously completed RSI and Climate Vulnerability Screening and been subject to a network level economic assessment. To be eligible for an annual work program, each sub-project will have design documents that incorporate the findings from Climate Vulnerability Risk Assessments and from RSA. Where necessary the economics will be reconfirmed. Given the high exposure to climate vulnerability in the project area, all infrastructure investments will be designed to withstand extreme rainfall and flood events of 1 percent probability of occurrence. This component will finance part of the overall investment program and consist of physical works on about 150 km of the network. No more than EUR 17 million will be allocated to bypasses. Rehabilitation works will be undertaken along the existing alignment and include pavement resurfacing, drainage improvements, remedial action to address climate resilience and road safety improvements. Works on reconstruction also assume road strengthening, completion of missing road links or partial widening. This sub-component will also finance site supervision, technical control, designs, and relevant audits including RSA. Component 1.2: This sub-component (EUR 8.5 million SSTP grant financed) will finance the following activities: a) Remediation works to address the road safety blackspot on the M17 at the Mostar North Junction. b) Establishment of a centralized Road Safety Database system as per the CADaS protocols as a requirement of the EU acquis. c) Update of the National Guidelines for Design, Construction, Supervision, and Maintenance.d) Piloting the Safe School Zones program. Component 2: Enhanced Road Network Management. This sub-component will support the reform process in the sector through interventions that enhance the overall governance of PC FBIH Roads, their long-term financial sustainability, and their ability to manage and operate their road infrastructure efficiently and effectively. It includes two sub-components:Component 2.1: Enhance Borrower’s operational management and financial sustainability of the roads sector. This sub-component will finance TA, goods and services aimed at enhancing the management and financial sustainability of the roads sector, asset management, resilience of the network to climate shocks, road safety and long-term financial sustainability. The following activities will be financed: (i) development of service level agreements; (ii) b) Enhancement of the Road Asset Management System; and (iii) c) Systems for effective asset and traffic management.Component 2.2: Project Management Support and Capacity Building. This subcomponent will finance project implementation support. This will include training, knowledge exchange, short-term consultancy support, and operating costs. As part of this Component, the Project will also promote women’s professional development in the transport sector by financing 30 3-months paid internships, with at least 60 percent of the positions allocated to women. Component 3: Contingent Emergency Response Components (CERC): This component has zero funds allocated to it but can be activated to provide swift response in the event of a crisis or emergency, which gives Borrower rapid access to Bank financing for immediate rehabilitation and reconstruction needs.
