Description

Description

"EELEMENT approaches and elaborates the role of public administrations in the EU multi-level system and integration process. Public administrations play an essential role in the implementation of all political decisions and they enable and implement European values such as the rule of law and also democratic participation. Scientific and practical exchanges in the run-up to ELEMENT have shown that public administrators - anchored in national systems - lack: a) knowledge of other administrative systems (EU states and EU institutions); b) experiential knowledge of administrative processes in supranational contexts c) self-assessment and -reflection in an intercultural environment. Thus, the role of public administrations ranks between ""public administration gap"" and ""glue of integration"". ELEMENT includes 1. basic teaching on EU topics to BA and MA students of different faculties; 2. in-depth knowledge on the administrative dimension of the EU multi-level system, also by field trips; 3. analysis of the Europeanization of public administrations and the ""European Administrative Space"", plus the practical promotion of both through ""Border Labs"", roundtables, Jean Monnet Lectures with practitioners, politicians, civil society (also schools and kids); 4. Scientific debates, papers and publications on the conditions under which administrations promote integration and European values. Thus, the Jean Monnet Chair ELEMENT at Kehl University addresses the - in times of multiple integration challenges - practically as well as scientifically relevant issue of the administrative functioning of the EU in terms of democracy, efficiency, and transparency. As a university with a focus on the education of administrative staff in all its BA and MA programs and with an exposed location in the border region France-Germany directly next to the ""European Capital Strasbourg"", the university itself undergoes a process of Europeanization and reform boostered also by ELEMENT."
