The specific objectives for this program are as follows: (a) To improve the efficiency and effectiveness of ADN administrative and financial management. This will be advantageous in terms of better allocation of the institution's scarce resources, and thus, better and more extensive municipal public services. (b) To ensure the transparency of municipal public administration. This calls for better information systems and greater access for citizens to information on budgetary execution, public accounts, and the most salient aspects of municipal administration. (c) To permit effective participation by citizens in strategic planning on budget expenditures and formulation.
