The aim of this project is to integrate judicial experts in the process of “electronic justice” (i.e. all possible means of electronic access to courts in civil, administrative and criminal matters) (e-justice). This will accompany the general process of digitalisation of justice as launched by the European Commission in the Communication dated 02.12.2020 (“Digitalisation of justice in the European Union - A toolbox of opportunities”, COM(2020) 710). One of the necessary achievements to do so will be to create electronic registers of experts (e-Justice Action Plan P3). This will be a first step to allow electronic exchanges in national and cross-border expertise, as provided for in the e-Justice Action Plan (P4: e-Expertise, foreseen at a later stage). This project will implement the first following steps: Define EU-wide common criteria for the registration of judicial experts and the verification of their competences (outputs: list of criteria and requirements), Bring convergence into the categories of fields of expertise or at least build bridges between these nomenclatures on a sample of 6 pilot Member States (outputs: nomenclature draft and road map towards a system of matching nomenclatures), Support 6 voluntary pilot Member States or regionally established bodies of experts who offer only an access to paper or pdf registers to build an electronic register of experts, On the basis of existing IT tools, search for the best solutions to implement an IT search engine in order to answer electronic requests to find an expert (outputs: IT specifications to enable interconnection between existing and future national electronic registers of experts and a demo IT tool to search for the relevant expert in a given court case), Define a business plan on sustainable operation of the European registers of judicial experts. The results of these works will benefit to judges, lawyers and parties searching for a judicial expert to assist them in court cases.
