Description

Tajikistan faces urgent challenges of insufficient jobs and weak firm productivity. This operation positions private sector development as a central lever for growth and productivity, while advancing financial inclusion as the foundation for a dynamic economy in which firms can innovate, grow, and create more and better jobs. Specifically, the operation will strengthen Tajikistan’s entrepreneurship ecosystem to catalyze MSME growth and productivity by addressing both structural and firm-level constraints, by: (i) improving the business environment through streamlined procedures for entry and operation, and targeted reforms in priority sectors; (ii) providing financial and non-financial support, including incubation for start-ups and managerial capacity development for existing MSMEs, to enhance firm entry and growth (iii) developing modern, interoperable payment systems as a key enabler for access to finance, focusing on expanding merchant acceptance and digital transactions. Institutional capacity building, gender and regional inclusion, and green and digital solutions will be embedded throughout to ensure sustainability and broad-based impact. By lowering compliance costs, improving firm capabilities, and widening access to financing, including via digital payments, the project will enable MSMEs to invest, formalize, and scale, crowding in private capital and supporting innovation.
