Description
Description | The development objective of the First Programmatic Human Capital for Inclusive Growth Development Policy Financing in Rwanda is to support economic stability and inclusive growth in Rwanda by: (i) promoting long-term fiscal sustainability; (ii) enhancing coverage and equity in access to critical social programs; (iii) enabling learning and development of children; and (iv) strengthening decentralized capacity and accountability for accelerated human capital development. The development policy financing includes measures to support the Government in addressing elevated risks to debt sustainability. It includes a fiscal pillar with a focus on maintaining fiscal and debt sustainability through improving Rwanda’s debt and fiscal transparency, fiscal risk analysis and management, as well as supporting authorities’ efforts to optimize Rwanda’s sizable public investment program. In doing so, it draws on authorities’ ongoing reform agenda in debt management and fiscal transparency as well as support the Government in striking a balance between the country’s investment ambitions and long-term sustainability, especially in the context of heightened uncertainties of a post-COVID economy. |
